Bluetooth: Fix timeout configuration for AMP channels
When doing L2CAP configuration, use the correct retransmit and monitor timeouts when configuring (or reconfiguring) AMP channels. The host stack needs to use the timeouts read from incoming configuration responses, and write appropriate timeouts when sending configuration responses.
