Lynus Vaz 0b74e5a2ad msm: IDLE_TIMER wakes up waiting processes ...

The msm_idle_stats_update_event() function is now a public function.
In case of IDLE_TIMER expiry, kgsl calls this function to immediately
wake up waiting processes.
