Kenji Kaneshige 697eaad417 [IA64] Minor cleanups - remove CONFIG_ACPI_DEALLOCATE_IRQ ...

The config option 'CONFIG_ACPI_DEALLOCATE_IRQ' is no longer
needed. This patch removes it.
