MyungJoo Ham a95e1f5dbc PM / devfreq: fixed syntax errors. ...

If devfreq.h was included without CONFIG_PM_DEVFREQ, there has been a
compiler error with an additional semicolon added. This patch removes
that errorneous semicolon.
