Manu Gautam 12f395b088 msm8974: Prevent USB h/w reset on every cable disconnect ...

Due to some issue with older USB PHYs, USB h/w requires to be
RESET everytime cable is diconnected. Avoid this on 8974's
USB core which doesn't have this issue.
