Moore, Eric Dean f2ea8671a8 [SCSI] mptfusion - prep for removing domain validation ...

This moves some functions around from within the #define
MPTSCSIH_ENABLE_DOMAIN_VALIDATION area, in preperation for generic
domain validation.
