Sunid Wilson cec93430d6 msm: gemini: Support upto 64mp encoding ...

Redesign the output ping pong mechanism to support
upto 64mp encoding using gemini hardware.

Remove the MSM_GMN_IOCTL_TEST_DUMP_REGION ioctl,
because it's unsafe.
